Shirley, This kit is intended to be all inclusive and does not require an adjustable proportioning valve is the supplied master cylinder is used. However, if you chose to add an adjustable proportioning valve such as M2328C this valve is added under the hood and can be used to fine tune the point where the rear brake lock up relative to the fronts. The emergency/parking brake is built in on this conversion. If your car is a 1989 you would actually need a different kit than this one as this one is for 1993 Fox BodyMustangs only, for your application you would need SS-A1121 which is for 1987-1992 Mustangs .
