This is accomplished in a manner similar to a linear regulator. A bad voltage regulator can definitely ruin your car battery. If too much voltage is flowing to the battery, it can destroy your battery. Alternately, if the voltage is low, the battery won't be able to charge fully, and you can have trouble starting your car.
